USB: gadget: queue usb USB_CDC_GET_ENCAPSULATED_RESPONSE message

introduced a bug, which
prevents sending an USB_CDC_GET_ENCAPSULATED_RESPONSE message. This
breaks the RNDIS initialization (especially / only Windoze machines
dislike this behavior...).
