powerpc/pseries: Split code into helper routines for drconf memory
This splits off several pieces of code that parse the ibm,dynamic-reconfiguration-memory node of the device tree into separate helper routines. This is in preparation for the next commit that will use these helper routines. There are no functional changes in this patch.
