bpf: fix selftests/bpf test_kmod.sh failure when CONFIG_BPF_JIT_ALWAYS_ON=y

With this logic, Test #297 always gets return value -ENOTSUPP when CONFIG_BPF_JIT_ALWAYS_ON is defined, causing the test failure.
