cpufreq: use cpufreq_driver->flags to mark CPUFREQ_HAVE_GOVERNOR_PER_POLICY
Use cpufreq_driver->flags to mark CPUFREQ_HAVE_GOVERNOR_PER_POLICY instead of a separate field within cpufreq_driver. This will save some bytes of memory.
