Input: synaptics - limit rate to 40pps on Toshiba Dynabooks

Browse Source 
Toshiba Dynabooks require the same workaround as Satellites -
Synaptics report rate should be lowered to 40pps (from 80),
otherwise KBC starts losing keypresses.
