[SCSI] libfcoe: fix checking of conflicting fabrics in fcoe_ctlr_select()
The check for conflicting fabrics in fcoe_ctlr_select() ignores any FCFs that aren't usable. This is a minor problem now but becomes more pronounced after later patches.
